Why it is free ›The rate itself is usually 0% for rice — the more practical question is how duty is actually declared, who is responsible for paying it, and how that differs between a mainland import and a free-zone one.
The customs duty rate that applies to basmati rice entering the UAE is covered separately on our import-duty page — generally 0% under the GCC’s essential-foodstuffs exemption. This page is about the mechanics that sit around that number: who is actually responsible for declaring and paying duty, how the declaration is filed, and how the process differs depending on whether a shipment enters through the mainland or a free zone.
The importer of record — the UAE-registered entity named as the consignee on the shipment — is legally responsible for the customs declaration, whether that entity files it directly through a licensed customs broker or handles it in-house with the necessary customs code registration. A foreign exporter is not the party dealing directly with UAE customs; the relationship on the Indian side ends at the agreed Incoterm point, and everything from that point through clearance and delivery sits with the UAE-based importer or their appointed clearing agent.
UAE customs declarations are filed electronically through each emirate’s customs authority system — Dubai Trade for Dubai customs, and equivalent platforms for Abu Dhabi, Sharjah and the other emirates — using the shipment’s commercial invoice, packing list, certificate of origin, and the declared HS code, which determines the duty treatment the system applies automatically. Most importers use a licensed customs broker to handle this rather than filing directly, particularly for a first-time or occasional shipment, since a broker’s familiarity with the current system and any product-specific documentation requirement reduces the risk of a delay.

A shipment entering through a free zone like Jebel Ali follows a different path: goods move into bonded warehousing under a customs bill of entry that suspends duty rather than assessing it immediately, and a separate declaration is filed only if and when the goods are later transferred out of the free zone into the UAE mainland market. For rice specifically — generally 0% duty on the mainland anyway — this distinction matters more for documentation and process than for the actual duty amount, but it still determines which declaration paperwork is filed and when.
The most common practical delays are not duty disputes but documentation mismatches — an HS code inconsistent across the invoice and the customs declaration, a certificate of origin that does not match the shipment details exactly, or missing ESMA and Halal certification paperwork that a food shipment needs regardless of the duty treatment applied. A duty rate of 0% does not exempt a shipment from these separate, mandatory checks.
| Step | Who handles it |
|---|---|
| Customs declaration filing | Importer of record, usually via a licensed customs broker |
| HS code and duty determination | Automated by the customs system based on the declared code |
| ESMA / Halal certification check | Separate from duty, required regardless of duty rate |
| Free-zone-to-mainland transfer | A separate declaration, only if goods leave bonded storage |

No — duty is suspended rather than skipped while goods sit in bonded free-zone storage, and a declaration is filed if and when the goods move into the UAE mainland.
