Why it is free ›The UAE version of this process adds one real decision Saudi Arabia’s does not — mainland or free zone — which shapes several of the steps that follow it.
Importing basmati rice from India into the UAE follows the same broad shape as the Saudi Arabia process — supplier vetting, regulatory registration, shipping, customs clearance, distribution — but with one decision layered in early that changes several downstream steps: whether the entity importing is a mainland trading licence or a free-zone company, since that decision shapes duty treatment, VAT timing, and whether the cargo is destined for genuine UAE consumption or onward re-export.
Vet the exporter the same way as for any market — current APEDA RCMC and FSSAI licence, and ideally a verifiable shipment track record. Decide, before booking the shipment, whether the importing entity is a UAE mainland company selling into local retail and food-service, or a free-zone entity (JAFZA, DMCC or similar) intending to hold or re-export the cargo — this decision determines which port and clearance path makes sense and whether duty and VAT are assessed immediately or suspended. Agree specification and commercial terms in writing as with any first order — grade, grain length, broken percentage, moisture, Incoterm and payment terms.
Confirm ESMA product-conformity requirements and obtain the necessary Certificate of Conformity for the product, and check whether a MOCCAE food-import permit applies to the specific shipment given its volume and the importing entity’s registration status. Arrange the Halal certificate from a recognised body, and confirm labelling requirements — while less uniformly mandated in Arabic than in Saudi Arabia, clear, compliant labelling including origin and dates is still expected and checked.

Book the shipment — a 20ft container near 26 tonnes remains the standard unit — and ensure invoice, packing list, certificate of origin and any ESMA/MOCCAE documentation declare the HS subheading consistently. On arrival at Jebel Ali, Port Rashid, Khalifa Port or Sharjah depending on the entry point, a mainland-bound shipment clears with customs duty generally 0% and UAE VAT of 5% applied; a free-zone-bound shipment instead enters bonded storage with both duty and VAT suspended until it later moves into the mainland, if it ever does.
A mainland-cleared shipment moves to the importer’s warehouse or directly to downstream buyers — Dubai’s Deira-based wholesale trade, a modern retail chain’s own logistics, or a catering supplier’s stores. A free-zone-held shipment instead awaits either a mainland transfer, triggering duty and VAT at that point, or onward re-export to Iraq, East Africa or elsewhere, in which case UAE duty and VAT are never actually assessed on that cargo at all.

Whether the importing entity is a mainland trading company selling locally or a free-zone entity intended to hold or re-export the cargo — it shapes port choice, duty and VAT timing for every step after it.
Requirements can differ depending on whether the cargo is destined for the UAE mainland or genuine onward re-export — confirm the applicable requirements for the specific routing before shipment.
