Why it is free ›UAE labour camp catering runs on the same cost-per-meal logic as Saudi Arabia’s, but concentrated in a smaller number of industrial zones and increasingly consolidated under a handful of large facilities-management operators.
Labour accommodation in the UAE clusters heavily around a handful of designated industrial and labour zones — areas in and around Sharjah and Ajman’s industrial districts, Dubai Investments Park, and the labour-accommodation zones serving Jebel Ali’s free zone workforce — rather than being spread evenly across the country the way retail demand is. That concentration means a smaller number of catering contractors and facilities-management companies control a large share of this segment’s total volume, and identifying the right handful of accounts matters more here than in a more fragmented market.
As in Saudi Arabia, the purchase order comes from a catering contractor or an integrated facilities-management company holding a food-service contract for the camp, not the employer directly. In the UAE this layer is somewhat more consolidated — large FM operators frequently hold catering contracts across several camps and labour accommodation sites at once, centralising procurement in a way that can represent meaningfully more volume through a single relationship than the equivalent Saudi account.
Steam and raw grade in plain 25kg to 50kg sacks make up the overwhelming majority of this demand, the same as everywhere else in this segment across the Gulf. ESMA approval and a current Halal certificate apply the same way they do to any UAE food shipment — there is no separate or additional certification track specific to institutional catering, which means the barrier to entry here is less about paperwork and more about getting in front of the right FM procurement team.
Fewer, larger accounts mean a single relationship can represent very meaningful volume — but it also means losing one FM operator's account has a bigger impact than losing one camp contract would in a more fragmented market. A supplier serious about this segment should aim for more than one FM relationship rather than concentrating on a single buyer.
This is specifically blue-collar, industrial-workforce catering, distinct from the white-collar staff accommodation catering common around Dubai’s corporate compounds, which runs a smaller population per site, a more varied menu, and a noticeably higher grade expectation than the commodity steam and raw grade that dominates labour camp supply.

No — labour camp catering is blue-collar and cost-driven with commodity steam or raw grade, while staff accommodation catering serves smaller white-collar populations with a higher grade and more varied menu.
