Unlike Jebel Ali’s re-export function, Dubai’s Deira-based trade serves genuine local and regional consumption, redistributing across the emirate and into the Northern Emirates.
Established rice merchants and foodstuff trading companies dominate, many carrying multiple origins and grades side by side and switching between them based on price and availability. A smaller number run their own private-label retail packs for the supermarket chains, in addition to supplying the wholesale and catering trade directly.
Dubai’s demand spans the full range — golden and white sella for catering and hotel kitchens, raw and steam for retail packers — and packaging follows the buyer type rather than the city: 1kg to 5kg consumer packs for supermarket-facing merchants, 10kg to 50kg sacks for the wholesale and catering side of the same business.

Most Dubai merchants cost an order CIF or CFR into Jebel Ali or Port Rashid; larger, established buyers with their own freight arrangements increasingly ask for FOB from Mundra, Kandla or Nhava Sheva instead.
